Highland Lakes is a subdivision in Teller County and is located approximately four miles from downtown Divide, Colorado. James S. Billups, Jr., President of L.S. Development Company began developing Highland Lakes in 1970 into what it is today. There are 935 total acres with 346 homes as of January 2007, with nine lakes for fishing, a community building with playground and established hiking trails. As a covenanted community, an Architectural Control Committee enforces the covenants and sees that standards are met to keep Highland Lakes one of the nicest places to live in Teller County. The Highland Lakes Property Owners’ Association, Inc. also sees that covenants and the rules and regulations of the community are adhered to. The HLPOA also sees that the community is offered various social and recreational activities as well as seeing that HLPOA common areas are maintained.
